Well put. However I'm thinking that one of the changes the Grim Dawn world experiences as a result of player actions may be also at ethics level: say (after some player action) less dancers and more work, less human sacrifice and more care and so on. So I see fit that some human groups live at the start of the game following let's say questionable ethics, and during the game this changes (it would be nice if things could also change for the worst - say a community was enlightened but somehow things go wrong and they turn barbaric).

I think the issue is that factions tend to be such an integrated part of a universe that it is very hard to suggest things without them sounding stupid or forced, and equally hard to create a faction that sounds reasonable and fleshed-out when knowing so little about the universe.

It's not a horrible idea in theory. In any world, turmoil or not, there are going to be your trade centers. And where there is trade there will be a certain amount of debauchery. So say these hedonists didn't so much give up on fighting, but found it more profitable to sell the weapons, and built a small empire off of that.
