Removing RR is one of the best things you can do because that means the enemy is no longer dealing extra damage.

It removes his aura which does -28% Health. A while back i tested it with and without Cleansing Waters. There was a big difference between the two.

This. (said aura also has a speed debuff and deals damage too )

In my experience enemies only cast their permanent buffs/auras when their spawn so if you nullify them you're good to go. Or at least they would recast it later than they usually die without it i guess.

Your experiences are aligning with mine it seems.

He does not recast the aura. But ymmv, I guess. To me that's not his problematic thing. I guess if you are a glass cannon tanking build or something of that nature...

I used the constellation on pet builds all the time for the resistances and have literally never used the proc. If it's going to have a 20 second cooldown and require an additional active skill to bind to, it had damn well better hit an area bigger than 3 meters considering how little control you have with where celestial powers trigger.

Pet builds already struggle with having too many skills to juggle, between having multiple temporary buffs to recast, multiple temporary pets to resummons, and multiple active skills to proc other celestial powers. Requiring use of an extra active skill for something this unreliable is not even close to worth it.

As has been said, the cooldown is far too long for a skill that you can't control where it casts. The Ulo proc is almost totally useless.

You shouldn't just bind it to a skill you frequently use.

You should pick a skill your build's not using at all, preferably some single target / very small aoe stuff like DEE, Storm Box or Grenado (you get the idea), put just 1 point in it and use it on demand on the right target, like you would use the actual Nullification skill.
