Funnily enough it didn't. Though having the RoW version would be one of the reasons behind that. Quite why Steam has to have different release dates in different regions I don't know (ok, so it's the publishers being a bunch of ****wits, but still, it's ridiculous for a digital download).

So considering that someone gets a Retail copy, he/she would have to download about 4-6 GB from Steam. Swell

Not necessarily.

The 12GB is what steam says, however the actual download could be smaller than that. Secondly, on the DVD, the files could well be packaged up. Keep in mind that this game is also on console systems, which means they too shouldn't have extensive downloads in order to play. Or to put another way, I wouldn't be at all surprised if the whole game came packaged on the one DVD. Of course, caveat emptor still applies.

I believe they use geoIP or something to find out where from you are connecting.

The reason is surely that publishers don't allow different release dates for digital distribution because they don't want to piss of brick&mortar retailers, who can't get the game earlier because of how the retail chain works (truck delivery dates and stuff).

I know, and yet everyone got into SWTOR on the same day...

Though the only reason for the EU releases being on Fridays & the US on Tuesdays is "tradition" (that and possibly when games were made in the US & it would take several extra days to get "over here").
