Default Frostburn not affected by elemental damages?

Hello i got 80% damages from devotion and my frostburn damages from amarasta's blade burst remain the same .

Is it normal?

You mean you increased your elemental damage and frostburn damage didn't increased? Working as intended, frostburn damage modifiers is the only one that increases it.

Frsotburn is basically an elemental attack .It looks like pure nonsense .

Decreasing the enemy cold resistance will however increase frostburn damage. Cheers~

elemental damage incrased cold/fire/lightning damage.... not frostburn/burn/electrocute

What you need is a source of flat Frostburn damage. If you look at your damages on the character sheet you will most likely find that it will look lsomething like this:

Frostburn Damage 0
Frostburn Modifier +127%
Frostburn Duration +0%

There is a ring, Starfire I think, and an augment Malkadarr's Chillbane. Either of these should solve your problem. Good luck
