If they don't have time/resource to implement/support that officially, they could make a UI system that could be easily modded by end user. In the system, there would be already a scheme to choose UI according to mastery/class/faction but the UI art works is left undone/same. This could allow fan base to make UI mod before any official UI set from dev.

Still, that would be some work to make that system.
